谈海事执法装备管理

随着海事监管压力不断增大,对海事装备的要求越来越高,海事执法装备作为保障海事业务开展的最基本环节,发挥的作用也越来越重要。面对种类多样、性能各异的海事执法装备,只有通过提高管理效能,提升装备使用效率,从而达到减少管理成本和支撑海事各项业务开展的目的。     

一种基于多源信息融合的轴承监测系统研制

针对船舶轴承故障频发的现状,从设备整体的角度出发,综合考虑被监测对象内部各零部件之间的相互作用关系,研究多种信息的有效获取方法及其与设备故障间的内在关系,研制了一种轴承监测系统,能够有效监测轴承状态,诊断故障,使得船员能够及时了解轴承状态,对将要发生故障的轴承进行预防性维修。     

A generalized sensor location model for the estimation of network origin–destination matrices

This study examined the network sensor location problem by using heterogeneous sensor information to estimate link-based network origin–destination (O–D) demands. The proposed generalized sensor location model enables different sensors’ traffic monitoring capabilities to be used efficiently and the optimal number and deployment locations of both passive- and active-type sensors to be determined simultaneously without path enumeration. The proposed sensor location model was applied to solve the network O–D demand estimation problem. One unique aspect of the proposed model and solution algorithms is that they provide satisfactory network O–D demand estimates without requiring unreasonable assumptions of known prior information on O–D demands, turning proportions, or route choice probabilities. Therefore, the proposed model and solution algorithms can be practically used in numerous offline transportation planning and online traffic operation applications.

Effects of Friends' Information Interaction on Travel Decisions

Many existing studies focus on the effects of traffic information from ATIS on travel choices. Research on the effect of friends' travel information on people's travel choice is uncommon, yet needed. In this paper, behavioral experiments are conducted to discuss what the effects of information interaction with friends can bring on individual travel decision behavior. The experimental results concluded that when the rate of friends' information interaction reaches 33.3%, the whole system is at an optimal level. Furthermore, users reach an optimum when the rate of friends' travel information interaction is 75%. The average time and cost per person is increasing when the whole system optimum transfers to the user optimum. Moreover, adjustments of departure time at the system optimum are more dispersed than at the user optimum, while travel choice changes are more concentrated.     

Training Needs of Coastal Resources Decision Makers in Ohio's Lake Erie Basin

This article describes results from a study focused on informational and knowledge needs of local coastal resources decision makers in the Ohio Lake Erie basin. New information was obtained through a series of focus groups of local decision makers and key training providers in the basin. The results suggest that training providers and local coastal resources decision makers have differing perceptions of knowledge and information needs and training venues. The results suggest a role for state and federal agency training providers as coordinators and facilitators of an enhanced learning network among decision makers, including support of an information clearinghouse, adoption of appropriate e-based learning modalities, and regionally based learning and practice networks to improve the function of the training market to meet local decision maker needs.     

Hysteresis in travel demand

This paper presents evidence that there is a hysteresis effect in the demand for transport usage with respect to price. Consequently the neoclassical concept of a smooth continuous demand curve is questioned. The author presents a hysteresis model whereby changes in demand and of demand are embraced in a single theory related to generalized cost.
